This is generally where most of the emerald deposits are found. They can be mined in other areas, but Colombia has one of the finest emeralds.
Emeralds, on homeworld, are known to be captain of the diamonds fleet and being a high commander when it comes to their position of power in the Homeworld hierarchy. They have a close relationship with Yellow Diamond, and are generally the ones commanding her ships, whether it is to scout out a planet to build more kindergartens or using raw resources there to help power and strengthening the slowly weakening homeworld. Though because of the Era 3 gems and Homeworld being unable to produce them on Homeworld anymore, they have sought to produce some of these high ranking gems on Earth.
Emerald was one of the first high ranking gems to be produced on Earth, her kindergarten is located in Colombia. At first, she did as she was ordered to - control and watch over the fleet of ships that Yellow Diamond had placed on Earth, but also keeping track of everything that was going on Earth during this time. Much like Peridot, after seeing various ecosystems that the world had to offer - she ran off from the fleet and in search of the Crystal Gems.
Once there, she blended right in with everyone else. Standing as tall as Steven but being as easy going as Amethyst, yet having an important role much like Pearl and Garnet since she worked closely with the diamonds.
