He is Cometa Karrucci, but he cannot speak. The day he speaks is the day when an asteroid befalls Earth. When Thomas takes up the mantle as Pestilence, it is Cometa whom will drive a sword through his heart.
He appears in the Last Days Before Expansion storyline, in which humanity prepares to traverse the stars with dragons after the war.
