Eliseo

Character in the setting of the fallout game series' universe

Rocky (Born Eliseo Josephine) is a trader and escaped legion soldier who was born in Post-nuclear-fallout Nogales, Mexico in the year 2255, stolen from his family in 2263 and fled into the outskirts of Nevada following his escape from caesar's legion in 2274 in which he carried out an elaborate mutiny that led to the deaths of three high-ranking legates; this event earnt him the title of  "The bull-Killer of Nogales" by some of the local communities

The bull tattoo was carved into his chest as punishment for abandoning his post a few years before his escape; The scars on his face are chemical burns from cazadore venom

He enjoys singing and sharing stories with others; he's pretty decent at playing the guitar, and is generally well-liked by children and older folks due to his gentle, mild-mannered nature.
