Sheepwhisker is the deputy of Cliffclan, a smaller cat than what you'd expect. She enjoys her position in the clan, and has little to no desire to become leader, instead tries to play from the shadows, learning secrets and suggesting ways that the clan could move forwards. The leader is completely aware of this and tries to nudge back, wanting to prepare Sheepwhisker for when her day comes.
