Corvo took an oath to guard her with his life and thus gave up his tongue so he may be mute to keep the secrets of the crown from falling into enemies hands. He grew up with Lady Lleanya when they were young teens, staying by her side till she was crown. He does what is need for her rule to stay and to remove any threats to her.
