Hayes

Hayes is a man who owns a prison island. He usually captures pirates from wanted posters but takes in prisoners from other pirates that want gold in exchange. He trades those prisoners with other pirates and lacks any empathy for others. He had to claw his way to power in the island and killed most of the original leaders of it in order to be on top. Still finds anyone as a threat so doesn't get close to anyone unless he knows he can control them. Roy is his son and he sees him as his biggest threat because he'd be next in line for the prison island, despite him saying he wants nothing to do with it.
