Lugh

Tentatively, Lugh is extremely old and outlives almost all of the current residents. Despite this, he works more as a physical laborer for the city than as a ruler. This is mostly by choice, as he prefers to serve the city-folk without the kind of reputation being involved in politics can get you. He is highly respected by those who know him, but unknown by those who have never had any interactions with him.
