Utata

Artificially created, Utata is a last remnant of Otogakure. He grew up in a small group of other Otogakure remnants, learning the ways of his people, and becoming a shinobi. 

Utata, after a certain age, developed a low effort jutsu that would entirely mask every sound he made. He rarely ever releases this jutsu.

When he was finally old enough, he was tasked with killing the Hokage of Konoha, his leader ordering him to do it 'For the Village'. His leader, his father really, was not a well man, and only saw bloodshed as the path to rekindling what Orochimaru had initially created. He agreed to take on the mission, but he knew he'd never be able to do it, he also knew that his father would inevitably send more and more of what remained of their people to die on other stupid missions. So, instead of leaving, and going for Konoha, Utata left for Kirigakure.

There, he met Wakui fleeing fro mthe village, and intruigued, he followed behind her, using his jutsu to mask her sounds on top of his own so the two of them could escape properly.

From learning about her goal, he decided to support her, if only because he had nowhere to go otherwise.
