Ability:  She can summon any blade or melee weapon from seemingly nothing, when in actuality she is just teleporting the nearest thing she considers a weapon (anything from a wooden plank to a gun) to her. The limitations are distance, size, and mass. It has to be within a 100 meter radius and she must be able to hold it (aka she can't teleport a car because it'll crush her). Also it needs to be able to fit in the space she is in, it can't clip through a wall or another object. She has to see it truly as a weapon for example: She can't just randomly deem money to be a weapon and teleport it to her to rob a bank, it has to be something she believes she can use to defend herself or kill someone and she sees clearly as a weapon such as "I could throw this brick at his head to knock him out" but she knows that throwing a jacket at someone won't hurt them. 

Personality n stuff: Childish and immature.  Has learned how to manipulate people to get what she wants. Hates being treated like a kid even though she is one. Can be petty and will often retaliate against someone for minor things like pickpocketing or slander with an overreaction like throwing a hissy fit or stabbing them. When in a very serious situation her tone will shift to being more cautious and quiet but she will get flustered if pushed to her limits, slipping back into her childish personality.

Appearance: She wears a black women's overcoat (unbuttoned with any shirt underneath) that is far too long; dropping to her ankles.  She is knee length denim shorts that are slightly frayed. She always has a gray backpack on that has various pins and patches on it. Her shoes are women's black snow boots and have a decorative pin of an ibis on them. Her hair is long and blonde: tied up into pigtails. She has dark green eyes. She is quite short and flexible, with long legs. She has a rounded child-like appearance. Caucasian.

Other: She carries various smaller weapons in her backpack such as knives and scissors. She is in part of the largest underground ability user organization in Nordtown, the Southern Mafia. She is often used as an assassin due to people being too trustworthy of her age and appearance as well as being able to bring weapons into areas with strict security with her ability.  She is from a German family, but was born in Nordtown so she has a slight German accent from her parents. 

Charlotte had an encounter with Narihira Nakamura while fleeing from a mission. While running down an empty warehouse alleyway where she ended up in a confrontation with him after running straight into him. She did not know of his abilities so she thought she had killed him after impaling him through the chest with a sharp metal pole she teleported to her and surprised him with. Narihira pretended to be dead for a moment, long enough for her to turn and begin walking away. She was shocked when he came up behind her and nearly clobbered her over the head with his bat. After several more minutes of fighting she grew increasingly frustrated and just stopped fighting by throwing a childish fit, to which Narihira was taken aback and then annoyed, telling her to bugger off. She continues to hold a grudge with Narihira for his "invincibility" due to his regenerative abilities so she often starts fights with him.  And always, Narihira plays with her by pretending to die only to show she once again failed. This has created an endless loop of rivalry between them where she is constantly trying to find new ways to kill him (after the second fight he has not intended to seriously harm her since).
