His name is not a misspelling of tough. Tuff is a light, porous rock formed by the consolidation of volcanic ash. It's a reference to his color.
Tuff lives in the Mystic Jungle and is a descendant of one of the anteater clans that lived in the area alongside the Knuckles clan. Unlike the echidnas, his species is not practically extinct. He carries a spear for protection, spear fishing, a walking stick and just as a general tool to use in the jungle. Like pole vaulting over rivers.
