Somewhere where winters are harsh and forests are dark, there is a facility that conducts live experiments with stray dogs, altering their genome, physical appearance, musculoskeletal system, basically everything they want to enhance.

skuLL is one of these experiments. First experiment envolved installing a computation system on the back of his skull. Then, heat sensors were installed on his body, made visible through genetic moditication of the hair folicles in contact with this syntethic material under the skin, turning the fur blue. The last surgery envolved replacing skuLL's organic eyes with robotic ones.
