There's very little technology avaliable in Silvarum, and most creatures survive quite well without it. Really it's only in common use in the three main cities - the Oasis, the Stronghold, and the Refuge. But there's enough of it going around for Data to put it to good use.

Back in the day when computers and what-not had just come to Silvarum, Data was one of the first people to help test it out. He was a brilliant technology wizz who could code almost as well as he could speak. But one day, he made what should have been a fatal error - he was hacking into a rival kingdom's files when he accidentally hacked himself right into the computer. It was horrible, to put it lightly. For days he was stuck in some strange, electronic limbo. After a few days, however, when he finally escaped, he discovered that he had come back with some fancy extra... skills. Now he can go into any electronic device and travel from device to device, effectively able to sneak around and get to places in minutes where a trip by boat would take a week. And he also can live off of electronic ' cookies'. They taste like actual cookies, but they're just a bit more 'shocking'.

The Moonheart kingdom heard of this strange and powerful dog, and they didn't like the idea of him being able to sneak into their kingdom unnoticed. So they sent a bounty hunter, Atticus, after him. Somehow, however, Atticus ended up deciding not to try to capture him (Data has no idea why, he supposes it was just his friendly attitude) and the two quickly became great friends.

Data can be quite sarcastic (he'd say that sarcasm was his middle name except it's not, really, he doesn't even have a middle name. Or a last name) and even while facing danger head on he has a cheery and excited outlook on things.
