R.G. was born in Johto. When he was 3, his parents took him to Hoenn for vacation and forgot him in a department store. R.G. at the time thought he was abandoned by his parents and was sent to an orphanage. There he made friends with a wild Ralts (now Kirlia). R.G. didn't really want to see his parents again anyways since what responsible parents would forget their kids on vacation.
Few years later, Team Rocket noticed that most large criminal organizations are taken down by 10-year-old trainers somehow, so they decided to invest in their own and see why these kid trainers are so strong. The easiest way was to adopt people from orphanages and R.G. was happened to be seen by a Rocket Admin playing with Ralts and was assumed to have experience with Pokemon, so he was picked to be part of the kid trainer army. They took kids from all regions.
At the Team Rocket base, the kids were trained on Pokemon knowledge, and physical strength in case Pokemon fights are not an option., and soft skills such as acting/deception
Once the kids turn 10,11, or 12, they are given regular trainer clothes with the task to become a big influencer among trainers/ pkmn contestants etc, or become close with other young trainers to find out how they can become so strong. They are to report progress or findings every week.
Of course R.G. knew that Team Rocket were the "bad guys", but he was treated well (way better than his parents obviously) so he doesn't mind. He does care for Pokemon but he only cares for his own and his friends'.
