below the ruins of New Tokyo, there are layers upon layers of ruins and semi-submerged buildings. 90% of the area is so dangerous that even the bravest don't go down, because there's so much instability that turning the wrong way means certain death. their labyrinthine nature has claimed many a lost soul who ran down trying to evade pursuers and then ended up unable to find their way out again. some even whisper that the ruins have a mind of their own, conspiring to lead you deeper and deeper in to your doom... and with how irradiated their world is, who's to say definitively?

only one thing is sure: nairne is king of the passages, and if you bribe him the right way, he'll take you where you need to be. he has a 100% success rate and never comes up to the surface himself. his sense of direction below the waterline is uncanny, and overall his presence is Incredibly unsettling. he has cheshire cat energy, honestly, and instinctively you want to keep him in your line of sight at all times. he lurks in the shallower areas at times just to freak people out if they catch sight of him through a ruined alleyway and tends to blend seamlessly into the shadows except for his wide smile and extra-reflective eyes.................... we like him
