He's nuts
Because his shenanigans, he was once locked up in his box and condemned to stay there forever until someone is willing to free him.
If he gets free, he'd torment the one that opened the box. He just does this because he thinks it's hilarious. Lester freed him, doesn't lock him up there again because he'd feel bad, so he just lets him roam around the workplace. Doesn't help or anything.
To be fair, he's more annoying than anything. Thinks he's this "evil mastermind" but he's far from that, he's just plain foolish. Often talks about conquering the world but he doesn't even believe in that himself. All talk no substance pretty much
