Phoenix is a former Enclave officer forced into a mold they never wanted from the beginning. As a child, Phoenix was a fan of taking apart objects just to see how they worked and trying to build new things out of the scraps. His parents--a high ranking officer and a vertibird pilot--were not so keen about his interests and began punishing him, forcing him to follow in his father's footsteps. As a result, Phoenix hid his interests in fear of being punished once again.

At the age of 15, Phoenix was pushed into a romantic relationship that was very unhealthy and ended up traumatizing to the point of having repressed memories of most of the relationship. He developed a hatred of being touched without his permission, as well.

When they became an officer, one of their jobs was to help keep watch over the scientists in the Enclave that were working on a special project at the time, Project: C-00A1. Project C-00A1 was designed to see the limits on AI and see how it can improve the technology the Enclave had at the time. After a few months into this project, Phoenix found themselves caring for the AI, even talking to it alone in his off time. Soon later, Phoenix realized that if he didn't get the AI out of the Enclave's hands, they will turn it into a weapon.

So, Phoenix moved the AI onto hardware and started to run. Once the Enclave caught wind of Phoenix disappearing, they sent one of their strongest soldiers out after him--Johnson. Phoenix led the man on a wild goose chase all over the destroyed United States, almost losing him off of his trail, twice. Once during their travel through the divide, second in Washington D.C. He was convinced that he lost Johnson in the commonwealth, and ended up set Coup Manor as a new home for him. He found an offline sentry bot, reformatted it to allow AI to transfer itself into the bot and Phoenix named them Cooper. He began to pick up his childhood interest once again in the manor and lived calmly in the building until a few months later after Johnson arrives once again, only for Johnson to offer him an apology and asking him why he ran.

In the end, Johnson ended up sticking around and went from someone Phoenix didn't trust, to someone that Phoenix would trust his life with and so much more.
