Meet King! I'll drop his infodump below, and hopefully I can make it pretty later on.

Actual monarch
Protective of tzvi and will defend him when others question him
Makes infrastructure for "walkers" unlike previous kings
Also basically a "walker" advocate. Makes sure anyone can do anything if he can help it. Refuses to start meetings unless everyone is present, even though the walkers take longer to get places. He doesn't tolerate oppression of them in his presence, and has been known to go on rampages through villages where they were kept as slaves. He'll personally destroy them.
This seems to stem from his close relationship with tzvi,
Generally considered one of the best rulers, if a bit aloof.
He is the figurehead of an Oligarchy, which has a complex line of succession that primarily revolves around physical and mental prowess.
He has been challenged once or twice, but has always won the fight.
He makes sure the other leaders are well-represented and listened to. He keeps the power directly equal between them, but takes on the mantle of figurehead, which - really - is more work.
He is essentially the first of three kings.

Really close with tzvi
Does his best to do what's best for everyone - struggles to help the individual.
He LOVES water. Like. Loves it.
Served in the army before ascending to king.
Heads the physical branch of the government: the army, supplies, some of morale, and events are the primary things he has expertise on.

Body notes:
VERY big.
Thicc man, muscular af, especially in the chest and neck. He keeps a strict workout regimen to keep this muscle mass.
His horns, hooves, and eyes appear like amber, and are slightly translucent. When he stands in front of lights - or when one of the spellcasters help him - they appear to glow!
Bone is visible through his horns and hooves, but barely.
The tufts are all made of soft feathers, except the ring around his face and a few between his wings, which are blood feathers. They are stiff, and uncomfortable when pressed. His tufts aren't super expressive from years of practice, but when he is in private, he does puff them up and shake them out frequently. Suppressing emotions with them is rather tiring. He enjoys being groomed, which is customarily a sign of respect when meeting the King. He does not expect Tzvi to help him preen, but Tzvi does it sometimes anyway, out of love.
He has VERY flexible joints, which is standard for Perytons. He can groom nearly all of his body by himself, except between the feathers on top of his head.
He also has very large, but stumpy wings. They're built for agility and soaring, but not as much for speed. He can make sharp turns and stops, but alas when it comes to travelling quickly, he has to rely on magic.
He deeply respects Tzvi's powers, but does not understand them or where they came from.
He also enjoys jewelry and armor, but typically doesn't don it publicly if not for a ceremony.
I haven't designed them yet, but he does have some scarring from being directly involved in military action.
Will actually break you in half just by looking at you
Tzvi looks kinda scrawny and weird next to him
Can leap SERIOUSLY long distances. It's pretty cool. He does it a lot for show, completely unnecessarily.
his hooves, horns, and teeth are kept sharp
Does have a slight issue where some kinds of magic just don't work quite right when used on him. For example, the scars on his body are due to being unable to magically clear them form his skin.
