After a mysterious attack he lost the visibility of his neck (so now his neck is invisible) but this doesn't affect him at all so he doesn't need a Fixer.
He is related to Eon in some way, probably they are brothers or step brothers who knows!
When he is sleeping unconsciously he activates his power making light through the eyes and inside the mouth.
