About
Belial Paseo is the very definition of a "charmer", always ready to dazzle those he meets with his quick wit and inescapable humor. Walking into a party and stealing away all of the attention is as natural to him as breathing, and he does it as often as he can. That's not to say he doesn't know when it pays to be subtle, his penchant for maniplation often requires a more delicate hand.
Belial appears to be incredibly shallow in everything he does - his relationships, decision making, etc. He does not let others get truly close to him, aside from his faithful companion Grigori, and while he is always eager to spend time with others he will not count any of them among his inner circle. In reality he cares very deeply about his community and those within it, and would go to great lengths to help them from whatever position of power he can - so long as it benefits him in the end.

Belial is excellent at convincing his opponents he is much more dangerous than he really is - and if they don't fall for it always has his hidden strength to fall back on. If he can end a fight before it begins, he will every time.
Tactics
When the going gets tough, Belial knows exactly where and how to get going to achieve the best results. He is quick on his feet and even quicker when making decisions. His intuition largely comes from his innate but ever present lycan instincts.
Allies
Belial will not fight alone unless he has to, and often employs or coerces others to fight for him long before it's needed. Getting to him often means going through those loyal to him for whatever reasons they have.
Hubris
Belial truly believes he cannot lose, and will enter dangerous gambits and situations with that in mind. If an opponent is aware of this they can easily use it to their advantage and lure him into a no-win scenario, provided they're willing to face something far more dangerous in turn.
Beast Soul
Belial has the soul of a beast, meaning that in truly dangerous or chaotic situations it can and will take over to preserve his own life. He isn't always in control when he changes in situations like these, and it can leave him weak and disoriented afterwards.
Distraction
Very easily distracted, Belial is not a focused fighter. He prefers to end things quickly if he has to engage at all, and his mind is often not in the fight as it is usually battling for control over his beast soul. It is an easy advantage to push if noticed.
Summary
Early Life
Belial was born in the slums and poorest districts of whatever city his parents crawled into and never left. He knew very little about them, having been orphaned by choice at a very young age. He doesn't hold any disdain or ill-feelings for them, if they're even alive, knowing that if he were put in a difficult situation he wouldn't have acted any differently. Growing up alone and with only the guidance of whatever authority figures tried to mold him meant he grew up thinking on his feet and dreaming of a better future.
Belial was not born a werewolf, and was instead afflicted with the curse when he was in his mid thirties. As his particular brand of werewolf tends not to, he remembers nothing of what happened to curse him this way. The event itself remains a mystery, only the terrifying and horrific after effects of losing control and behaving like a massive animal would linger. The "rest of his life" began the day after he woke up covered in dirt, blood, and grime just outside the city he had called home until that day.
Rise to Power
With his newfound strength hidden away inside him, Belial left the city he had thought would contain him forever. He sought a new life, he was definitely not running from his old one, and did the best he could to seek it out. He finally landed in a large city filled with people just waiting for someone like him to come along, and he began planning his ascent to the "throne".
Through a litany of lies, extortion, a little brute force, forged alliances, rivalries destroyed, broken alliances, and blackmail - Belial finally had power over the city that he wanted. While to a casual observer he appeared an ordinary man just running a successful shipping and trading company, he was anything but. With an empire steeped in illicit dealings and strongarm tactics, he had built walls around himself that would not so easily crumble.
Lycanthropy
While some may consider it a great boon to their power and opportunity, Belial has only ever considered his Lycanthropy as a curse. While able to control it for short periods if necessary, if it is brought upon outside of his freewill such as through battle or a life-threatening event, he is rendered nearly powerless and out of control in his own transfigured body. It leaves him feeling exposed like a nerve and weak during and afterwards, even if he has the strength of twenty men at his disposal.
He has met few other Lycanthropes in his time, and he regards them all as beneath him or of 'baser' instincts and tendencies. Even among his 'own kind' he will attempt to hide what he is - even if it is futile against them.
