July comes from a universe where anthro creatures rule over and 30% of the population has powers. There are rankings of power from low tier; mild abilities like increased strength, hypermobility, ex. Mid tier; more life affecting abilities such as super strength, levitation, ex. High tier; elemental abilities, mind reading, ex. A small percent of the population will have high tier abilities, likely around < 1%. Their numbers are low due to the unlikely-ness of the abilities appearing and the fact that they're hunted by the government. The government is capable of hunting down the different tiers due to advanced tech that allows them to track the aura size of an anthro, since the auras are not set sizes some low tier may appear like mid tier, mid tier may appear like high tier and of course vise versa. Though in recent years high tier anthros have learned to mask some of their aura it ends up being extremely draining, leading to them showing signs of exaustion and fatigue.

Due to the governments hunting of high tiers there have been riots and a group forming in order to cause a revolution to allow more rights to the anthros with abilities. July is one of the primary leaders of this revolution, being one of the more powerful anthros he felt it required to use these powers for good. As a high tier he has the ability to create a second or third form, these forms reflect his power, both of these forms are dragons. His secondary form is a massive drake, with powerful front limbs and an extra pair he is capable of fighting in this form. In his third form he turns into a massive dragon, with 4 powerful wings and 6 strong legs, while he is capable of fighting the form is too large and can turn risky to nearby anthros or buildings rather he uses this form to escape, using it to carry as many of his allies back to safety that he can. July primarily is on the field fighting for his rights since his ability is more distructive than some of his allies, its more useful on the field than to be hiding away.

July spent most of his life in hiding, when his abilities first fronted around 11 he was forced out of home, due to the parents fear for their safety and partially in disgust of a tiered child. He spent most of his teen years hiding in abandoned buildings and practicing his ability, when he reached 14 he had stumbled into a small rebelion group, in awe they ended up following the group back to the base. After the initial shock of this young anthro they soon realized how important it would be to allow him to stay and live with them, in turn he learned to steal and provided food and stolen goods to the group. As the years passed and he and his powers grew he stayed with that small group, recruiting more anthros and helping build the small revolution into the major group it is now. In recent years he's nearly been trapped by the government, causing a big event by escaping leading to the government being more strict and beginning to take in mid teir individuals more frequently. The more the government panics the more advances the group makes, within a year or so the revolution will likely be at its height, reaching the tipping point for the government and the liberation of high teirs.
