And it depends on the price you're looking for when it comes to the character. I usually let the client decide on what type of art they would like calculated from my prices here:

would you be maybe able to do one animation like the one with terralien example and two gif busts maybe?
I do need to see what character you have in mind for them to see if a complexity would apply. If they are fine then I would say I can make either:
The animation (unshaded simple rigging movement)
+ Two animated busts (unshaded)

Or:
The animation cell shaded
------------------------
