Of the top deities, this one is more like a supervisor. He checks in with those of his jurisdiction from time to time to make sure they're not dead, and then goes back to his domain for a couple hundred/thousand years.
(He might not seem like it, but he's actually the protective type!)

If he sees anyone frequently, it's probably Lusiel. It's rare if it's someone other than a seraphim.
