-SUMMARY-
Casper was always super into art (only visual arts though). He entered practically any art contest he could find growing up - when he won, he'd toot his horn about it for ages, and when he lost, he'd just chalk it down to the judges being too dimwitted to get his art.
He obtained his Gift overnight, and though he was freaked out at first, that quickly changed to joy when he found out what he could do with it (more details below). His first bright idea was to change the colours of the stars and clouds in the sky, which ended up freaking out people so much he got beaten up by panicked bystanders that were yelling about him "causing armageddon".
Soon after this event, he decided to move to City 1 for a change of scenery. He's made quite a killing from selling his art, but he's still given quite a wide berth thanks to his vain attitude.
He's also a closeted weaboo.
-PERSONALITY-
Casper's big on the idea of "expressing yourself"... as long as you express yourself in the exact way that he likes, which is basically impossible to do so. He can be often found criticising people's outfits and styles, seemingly just throwing random insulting adjectives at them. This is often accompanied by him tooting his own horn to anyone who even looks vaguely interested and shamelessly plugging his art.
Though with that being said, he has calmed down a little from how he was in his teens, since his overly boisterous attitude back then ended up in him getting beaten up quite a bit.
Secretly, Casper's afraid of fading away into obscurity, which is part of the reason why he tries to be so argumentative. After all, it's quite hard to forget someone who turns people hot pink as his way of saying hello.
-THE RIVER-
"The River" manifests as swirling multicoloured patterns that cover part of Casper's back and arms. It allows him to change the colour of literally anything in sight at will, at an extreme level of detail.
He often likes to use it to change the colours of people's outfits, especially Fari's, claiming to be "fixing" them.
These changes are permanent, the only way to revert them is to convince Casper to do so (or... paint it yourself or something, I guess).

Friendly(?) rivals. Casper takes jabs at her outfits even more than others'. On occasion he'll straight up change her colours using The River, but will usually cave in and change them back if enough people speak up, though sometimes he'll straight-up refuse if they're too deep into their insult-throwing (at which point he usually gets picked up and tossed into a tree or onto a rooftop).
