From a meta standpoint, she is the creation of "Narrator Cyan".
From an in-universe standpoint, she is, through her species and lineage, the creation and loyal believer of Stal'veta Aurum, the patron goddess of Nebulae.
At a certain point in her life she had actually worked for the company, but it rapidly collapsed due to customer backlash in response to cutting corners.
She is the only employee of her restaurant.
She's a fan of the Kirby franchise and seemingly knows the lyrics to various Japanese songs of it by heart, including the anime openings. She also keeps an extensive collection of Kirby merch.
She is currently in a polycule with Violet and Lumturi.
Her main power above land is hydrokinesis. She's got a few more complicated tricks, like pulling moisture out of the air, or selectively compressing her flesh into ice as a temporary armor.
Otherwise, however, she mostly uses it to manifest appendages, hand-held tools, or projectiles. The more water she is controlling, the more vague her influence becomes. For instance, she can turn a liter of liquid into a sharp knife, but a tub of water would have to be more blunt, like a cleaver or a bat. The most influence she might have over something like the ocean or a lake is solidifying patches of the surface, or intiating currents or whirlpools.
The egg could not flourish or hatch without being nourished with water, and remained domant for many, many years.
With time, a lake would eventually flood into the cavern and allow the child inside the egg to emerge.

She was picked up by human explorers and sent to a society that tolerated her kind.
She grew to appreciate modern fashions, unaware of how far back she had technically been existant.
One fateful day, she came to visit a certain house of misfits on the mountain.
While working at her faux McDonald's location one night, she was mugged, attacked with a device that shocked and overloaded the body with magical energy. After a few days of acclimating to this excess mass of magic, her body became capable of splitting into two, with separate cognitiions commanding the two bodies.
