The Captain isn't a malicious entity, he is the embodiment of pure emotion, even though he cannot feel anything emotionally himself, in his heart, he wishes to help the residents and be their therapist, he wants them to find peace within themselves and return to the world and to live a happier life instead of retreating to a make-believe world to forget and bottle up their trauma's.
He believes that with enough time, and resources anyone can become their best self, they need to trust themself to do so.
