Unlike other pokemon who can evolve into one or two other evolutions, Eevee's are well known in the Pokemon universe to be able to evolve into 8 different Pokemon of 8 different types. 

Daisy is a special Eevee with the ability to tap into this potential without evolving. She can use abilities, otherwise known as moves, from her evolutions for brief moments without actually evolving into them. These powers are limited, however, and a bit sporadic. She has little control over them at first and can not necessarily pick and chose them at will.

Disclaimer: She cannot use two different eeveelution abilites/moves at the same time, the "water/ice" example in the ref just means she can use those two separate abilities. (Mimpii was too lazy to make two separate layers for examples lol)

Concepts

Her body constantly wants to evolve, but she keeps refusing it. This is what gives her brief access to her powers. This also takes up a lot of energy and a toll on her body. It's like when some pokemon evolve and learn a new move- she's learning the move briefly and then forgetting it when she stops herself from evolving. Because of the way her powers work sometimes she can hold on to that "trying to evolve" state for a while and other times, she can barely hold it at all and it just stops. The cause of her powers could be an illness, birth defect, result of human experimentations, or maybe her flower? Eevee can only evolve into certain eeveelutions under certain circumstances, which is why it is pretty odd that she can tap into fire powers and the like without the proper stones. So another quick concept thing is that the flower holds the same ability that the 3 stones have or that there are shards of them in her flower/collar. Even with the shards/flower her abilities are still really odd so there definitely is something special about her besides the items she is carrying.
