a high-ranked politician in the city of whitecliff who has an extreme sense of justice. earned the affectionate nickname "dawnjustice" by the people of whitecliff who agree with her ideals and her literal glowing personage. 

she's a repressed greyromantic lesbian who is trying her best to balance her public character with the desperate part of her attracted to women. 

similar to isaac, due to her unnatural pact made with a dragon for nigh limitless amounts of magic, she suffers from magerot, albeit an advanced form. for her, in manifests as the glowing blue-white patches on her skin.

she cuts her own bangs, and not great at that, so they tend to look choppy and uneven.

though she has tried to separate herself from her elven bloodline, her father still lives. he is the only one that refers to by her elven name--anoriah illusara--but fleur rebukes him time and time again, preferring the name her deceased mother gave her. silas calls her "ann" out of habit, and is the only form of her elven name she accepts uttered from anyone human.
