Avon was once a regular human with a history degree and a shitty job at their local fast food chain.
Now they still have their degree and shitty job, but also happen to be a giant flying lizard.
By doing research on magic in their free time they found a Magic Amulet and a Magic Book when looking through some ancient ruins
and tried to get free HRT through magic basically, which did work but they also got turned into a lizard (but oh well)
They are a lizard 24/7, but by using their magic amulet they can do a magical girl transformation to get some magic powers and armor as well, which they use to fight villains.
