Tal is the ruler of a region similar in culture and setting as Egypt. He's a master tactician who has ruled over the region for ages, most of the populants of the city don't recall time when he wasn't leading the peoples. He does not speak, but his facial display projects crude representations of his responses (Symbols and Hieroglyphics, non facial cues), newer units have developed more effective interactions and communications but his server is one of the last of it's kind and his grace and skill as a ruler and conqueror are unmatched.
