Preci is a Winter Rainpoof. Unlike the Rainpoofs of other seasons, the snowfall from his ear and tail clouds do not promote the growth of any plants at all. 12 found him moping in the garden one day (in chibi form, because he's so depressed) because of this. Over time, however, (and with the help of his friends yadda yadda) he has come to recognise the good points of his "snowfall" ability - snow doesn't give results immediately, but as the snow piles and melts... snowdrops flower, plants in a hot summer day get their much needed water (and cooldown!) and on hot days he's super popular as everyone tries to crowd near him for coolness! He's even got little birds playing in his piles of half melted snow sometimes lol.
So he's grown up to be quite a cheerful and lively fellow (unfortunately also very mischievous). He has more patience than one would expect though, given his age and mannerisms. Snow has taught him to be patient, and to wait out, to try and look beneath the surface, beyond the immediate eueb
