Josi is by all means an alien who has come to Earth for several reasons but won't leave because of one; Wolfram.
Due to his lack of knowledge on human ways, his cross dressing was an accident at first but stuck due to the simple fact that he likes the clothing better. That and, well, Wolfram seems to enjoy it.
