Cairo is a hybrid of an ice drake and lung dragon, they cannot properly fly but can boost themself into the air and glide or hover like a kestrel. Cairo also has human and anthro forms which they use to blend in normal environments easier.

Cairo was raised in their mother's order and trained in storm magics, but rejected the order and it's teachings, blending the two magic styles of their distant father and mother through technology.
