Nomai runs the military faction, which controls defense of the city, border upkeep and exploration missions. His priority is the ultimate safety of the city, and he's willing to pay the cost of individuals' lives to achieve that goal. 

He and Salem, the head scientist, have a bit of a feud; while he allows limited scientific exploration to happen, he wants to keep the city as contained as possible, while Salem believes they must learn as much as possible with the end goal of coexisting with the outside rather than staying trapped here. Those two could argue all day, but there is a bit of playful banter attached as well; I'd call them frenemies.
