This is the feral form of Katies boyfriend, Blake Forsen.
With that, he is also part of the satanistic sect and lives his life to submit to the dark lord, sacrifice pures and keep the sect healthy.
His internal role is to fake official forensic judgements.
He is also part of the Pentagram, which is the second rank out of four. 

He loves the fact that he is almost the mightiest member of the sect and shows that to everyone else.
Plus he power plays all the time.
So tl;dr: He's an evil a-hole but Katie still loves him for some reason so he can't be *that* bad.
