The creator of all, Arceus. He hasn't been seen in a many number of years, and was scarce even before then, often only showing himself to the other Legendaries as he didn't trust mortals quite as much.
Jupiter is fairly lonely, isolating himself after one of his closest friends died. He often craves the closeness of other Pokemon, but somewhere along the way he lost himself and no longer can. He is bitter, angry, tired, and all too aware that he's lost the respect of the other Legendary Pokemon, including a handful of his own children.
Unlike other Arceus, Jupiter has never been able to learn Judgment and it's not certain he ever will.
