A regal, well composed woman. She is slightly off putting and awkward compared to the born nobles around her but carries a sense of authority within her. Cecily is calm and rarely lashes out, keeping her voice flat and unyielding as possible, her face constantly hidden under a poker face to restrict what others can easily learn about her.

Her marriage to Miltiades Pyrrhus was controversial because she was a lower middle class government members in Intelligence and Information. Shortly after her marriage to the Pyrrhus family she was promoted to Primary Official which did not sit easily with the rest of the Department. Since all Primary Officials and Managers must live in the Palace of Adala instead of their chosen District it seems she has grown distant from Miltiades which many people scorn him for being used as a stepping stool.
