An ice mage and citizen of the Zutitha Kingdom serving as the keeper of a few far-off shrines on the peaks of mountains. Though the Zutitha kingdom is not religious, the shrines have visitors from the nonsecular Rairenth Kingdom who come to worship. Kotone offers a place to stay in small, hidden huts along the mountains. She also offers refuge to members Rairenth or Brazia fleeing the harsh rules of either kingdom, allowing them a place to hide and connecting them to other resources and people who may help them flee.
