Billie is a mischievous spirit who occupies the Dream World.
The Dream World is a lonely, mostly empty dimension where nothing makes sense and places seem disconnected. Occasionally, travelers will accidentally pass into the dream world, and Billie takes it upon himself to let them know how this strange nonsensical place works. (And once the travelers know all that stuff, Billie sees no moral issues with constantly pranking them and making their already confusing lives in the Dream World even more chaotic.)
Billie goes by any pronouns. They have the ability to shapeshift. Most of the time she takes the form of a small clown with long, curly red hair, green eyes, and a purple and blue jacket with yellow-orange striped pants.
