Tagachi is an alien sent to earth to research human culture, and ultimately decide the fate of the planet. The culture ze comes from is usually peaceful, they monitor planets in the verge of extensive space travel, and while the goal is to connect to then culturally and help them grow and develop, researchers like Tagachi have the responsibility of assessing the violence levels and environmental impact of the planet, and if the intelligent life is too hostile and dangerous, then the planet is to be terminated before they can cause massive damage to the extended galaxy.
