Moore

The crystals on his shoulders can suck water out of the environment around him and use it to create arms out of water that he fights or walks around with 

Without his water he's physically weak

Moore took over the bridge built across "his" river and turned it into a toll bridge. He's greedy and loves treasure. The bottom of his river is covered in coins and small gemstones he took from travelers that cross his bridge 

When he walks on his arms he uses his feet like hands. 

His blood is water and if he were to die he'd burst into water

 He hates clothes (they're uncomfortable) but he wears the shorts/underwear out of "public decency"
