Shin was a mermaid and after living his peaceful but lonely days in a polluted lake with no contact to the outside world, a new person stepped into his life. And that person was Kenta, a Kowaiko from Chime who studies medicines.
Kenta was fascinated by the mermaid for being able to live in such a polluted lake, and Shin was fascinated by Kenta, a stranger from another world.
Shin fell in love with Kenta and wished he could follow him out of his lake, he expressed his desires to be with Kenta. However Kenta just assumed he meant in a friendly way, but non-the-less wanted to help. He remembered there was a spiritual serum in one of his dark magic medical books that could give a fish legs, and upon remembering this he rushed back home to make it.
Returning a few days later with the finished but highly experimental and under researched serum. Kenta encourage the mermaid to drink the serum as it will "Give a fish legs!" and Shin excitedly obliged, drinking it down in one gulp.
For the next minute nothing happened, they stared at each other disappointed until a puff of smoke exploded around Shin. BOOM, he had legs! and a tail? and bells and cat ears???
It appeared that the serum was not only to give a fish legs but also to transform someone into a Kowaiko!
