Tomiel was the favorite amongst his group of angels and was favored by the gods for his tame behavior. However the rage bubbled up after so long of watching the other angels abuse their power. One night he stumbles across some angels doing something god-awful to a demon child and it sets him into a blind rage. He kills the angels and is banished from heaven.
the only reason he survived the fall is because one of the gods recognized what really was going on and gave him the smallest chance of survival when he fell that actually turned out to be stronger than the god had expected and now Tomiel uses his new ranking down on earth to exterminate every single corrupt angel he knows Via demon or Via contract with humans.
