A witch infamous in the Underkingdom for her work in blending science and magic. She was born into royalty and inherited a providence when her father passed away. Howls are known to go missing in her territory, presumably test subjects for the experiments she runs, though their families are usually paid handsomely enough to look the other way. Her scientific and medical advancements make her province a fairly wealthy and industrious one. The relative good fortune also keeps her subjects turning a blind eye to the questionable ethics of their current sovreign.
Although mostly solitary, she has a particular thorn in her side she can't seem to shake named Hebaiko. With one wide-eyed look the guards of her estate keep letting him slip in to bother her. For some reason he thinks she's his mother, and nothing she says can dissuade him, much to her frustration. Still, his blind loyalty is something she sees the opportunity to take advantage of eventually. The only other Howltars she is known to regularly associate are Jiangxi and Pork Soda, her raw material suppliers.
