Queen Marsyrene
Overview
The Queen of Atlantis. In a world where the ocean has swallowed most of the planet's land mass, Marsyrene rules over one of the only underwater safe havens for air-breathing creatures. Although she is capable of taking on a human-like appearance, she is in truth an ancient creature whose god-like powers have allowed her to preserve what's left of the Dry World.
She is a magnanimous ruler, ensuring none of her subjects are needy or tired. The Queen is greatly respected by the Atlanteans, who pay her back with tributes. They write songs in her name and throw festivals in her honor, keep the city a wonderful place to live. They adore her with all their hearts, wish her the greatest of joys, but even after centuries of trying, not one resident of Atlantis has managed to make the Queen smile. She is seemingly in a perpetual state of gloom, despondent in her words in contrast with her kind actions toward the Atlanteans. Marsyrene, and the mystery behind her sadness, has ironically turned into the greatest source of angst among her subjects.
But my dear, if you do not return, I will reveal the truth of my sins to this city I built for you, and then I will truly become the villain that you imagined.

Demeanor
Marsyrene prefers using magic as opposed to her hands to work; the long sleeves in her wardrobe are evident of that. Thus, when she does need to use her hands, she still casts a spell to pull her sleeves back.
Marsyrene is a very eloquent speaker. She can generate meaningful conversations with anyone regardless of how different they are from her in status, species, gender, etc.. Her ability to command the attention of an entire room with just her presence means she seldom has to repeat herself.
She shows affection in ways that do not require her to be there in person. Items that have been on servants' wishlists for far too long may magically appear in their bedrooms, or decadent feasts for commoners to enjoy are found in public spaces during holidays with all their expenses paid for. Some believe she is too bashful to accept thanks, but in reality, she is waiting for a sign that she has redeemed herself for her past actions before she will allow herself to receive their gratitude.

(Low skill level, high skill ceiling.) She has deceived everyone into thinking her power is the abiliy to control water. Only her enemies know the truth, which they've paid for with their lives. She wouldn't have been able to build Atlantis without telekinesis nor move entire oceans during the war.

Shapeshifting
She only knows how to shift between her original and human forms. Although it is not a relatively difficult spell, she has not performed it in a long time. If she ever needs to change forms again, it will take a lot of effort and concentration for Marsyrene to remember how her original body feels like.
Animal Communication
More specifically, she can speak to any intelligent lifeform native to her planet. Dry creatures are a bit trickier to understand though.
