Tuscany was born and raised in the city. He studied criminal law and government at a young age, resulting in a scholarship to a prestigious police academy. He later became a head policeman and detective. He commissioned King as a secretary of sorts. He later taught her all he knew and from there let her make her own choices. She lives with him currently and still has an almost cuddly affection towards him still. Though she won't show it anywhere except in private. He is slightly protective of her.
