On the outside, Cadwel appears to be extremely friendly, and a real admirable fellow. He's a real people's man, doing what he can to keep the townsfolk happy. He easily gains the respect of nearly anyone he meets, and is able to make an outcast of anyone else.
Near everyone in town loves Cadwel, which is just what he wants - no one will try to run a mayor they love out of office. Almost no one questions his authority, or believes anyone else could do better.
The real Cadwel, however, is much more sinister, and drenched in corruption. He's involved in illegal black market dealings, and not above blackmail, extortion, destruction of property, and much more.
He's manipulative, controlling, and concerned with getting what he wants above all else. He prefers to work through other people, not wishing to dirty his hands. As such, he has a number of lackeys, who carry out his commands more out of fear than loyalty.
He has a very thin patience, however, and will not hesitate to step in and take over if his lackeys fail him or take too long. He tries to keep up a calm demeanor, but he is actually both incredibly hot-headed and prone to intense anxiety when threatened with the possibility of losing what he has, due to exposure of his true nature or otherwise.
When agitated he's rarely able to think straight, and makes incredibly rash decisions, forgetting to even be stealthy in order to hide his true nature in the heat of the moment. As such, his underlings also have to clean up after him and cover his tracks whenever he snaps like this.

appearance
Cadwel is tall and imposing, with very sharp features that do not at all match his kind outer persona. His eyes are cold, never quite readable, and often betray his words. His pale, mint-colored fur is short and usually appears silky smooth, but is actually quite coarse and wirey when felt. He has a very straight posture, and a brisk walk.

Relationships
A constant thorn in Cadwel's side, these two have never seen eye-to-eye. Although Arin's days as a misguided troublemaking youth are behind him, he still challenges Cadwel's authority and makes sure it's known how much he dislikes him, and Cadwel can not tolerate that.
