Penn is a relatively recent law graduate, settling down in whatever towns he thinks can use his knowledge and expertise. Whether deterring shifty art dealers from hawking their counterfeit wares, or keeping an eye on less than trustworthy insurance salesmen and making sure they keep their act together, he takes pride in making sure that everyone follows the law while also assisting Isabelle with making ordinances that make life better for everyone.
