basically uh palkia got tired of the other legendarys bitching about them giving their blessing to someone who diden't deserve it they coulden't bring themselfs to kill her, so instead picked toto up and just, dropped her at the edge of the universe they also left her with a laptop and internet conection so she could at least entertain herself somehow
