The older sister of Ximon, the larger than life sweeper inherited her casino from her family and considers the establishment sort of a family tradition and business. There may also be a slim possibility that this casino is also a front for some various criminal underground organizations as the lower levels of the establishment connects to the literal underground system thus allowing discreet entry/departures. Penelope is fairly cunning and not above profiting at the expense of others as long as it doesn't run risk of ruining her perceived reputation or meddle with her own casino operations.
