Seren and Kurapika are not an “official pairing” in canon. There is mutual affection between them that has built up over time. Kurapika however, does not act on his feelings. He wants to focus on and complete his own goals before even considering being in a romantic relationship. Seren doesn't act on her feelings either. Not wanting to be selfish or even worse, give Kurapika a reason to push her away. For a time they are both content with a platonic relationship until something happens and feelings between both of them come to light. After an incident that put both of their lives at risk, Kurapika kissed Seren in the heat of the moment. Clear that they both felt the same way about each other, Seren wanted to be more than friends she was persistent and countered Kurapika’s every argument. Kurapika didn't want a relationship he made up his mind and he had no intention of changing it. This hurt Seren severely, in that moment she felt that he was toying with her emotions. She got angry with him and left. That was the last time they had contact until the succession arc. In short, they are very slow burn and very angsty!
